The Governor of Taraba State, Dr Agbu Kefas, has approved the appointment of Mr. Paul Maigida Tino as The Head of The State Civil Service.
Mr. Yusuf Sanda, the Chief Press Secretary to the Governor in a press statement said the appointment of Tino followed the completion, submission, and recommendation of The Committee for the screening and recommendation of a qualified and suitable candidate for such position.
Paul Maigida Tino was born on 9th September, 1966 at Sabongida Tukura, Kurmi Local Government Area of Taraba State and, enrolled in Primary School at Sabongida Tukura in 1974 where he obtained his First School Leaving Certificate in 1980.
Thereafter, he gained admission into the then Government Teachers College, Gembu in Sardauna Local Government Area of the State in 1981.
After two years at Teachers College Gembu, he was transferred to Government Secondary School, Baissa in 1983.
He successfully sat for the Government Science Secondary School examination and was admitted into Form 3 at Government Science School, Donga in 1983. He completed and obtained his GCE in 1986.
The quest to further his education propelled him to sit for the College of Agriculture, Jalingo exams where he secured admission and studied a course in Animal Health at the Diploma level in 1989.
He was employed in the Civil Service on 19h November 1990 with a Diploma result as a Livestock Superintendent on salary grade level 07 in the State Ministry of Agriculture and Natural Resource, Yola Gongola State.
After working for some years, he secured admission into the Federal University of Technology Yola where he graduated with a Degree, in Bachelor of Technology, Animal Science Fisheries, and Range Management in 1999.
After his studies, he was posted to the Head Divisional Livestock office at Sunkani, Ardo-kola Local Government Area. Thereafter, to headed the Livestock unit at the Directorate of Food and Agriculture Rural Integrated (DFRI) Jalingo.
When the Taraba State Independent Electoral Commission (TSIEC) was created because of public interest, he was seconded to serve as Assistant Electoral Officer (AEO) in 2000 and later as Electoral Officer representing Kurmi Local Government quota.
He had the passion to become an Administrator, so he enrolled in the Post-Graduate Diploma program in Administration at the University of Calabar in 2002 and at Federal University, Yola where he obtained a Master in Public Administration (MPA) in 2006.
In 2007, there existed vacancies for transfer of service to fill the Administrative cadre based on quota or state character principle, examination and interview were conducted, and he was one of the successful candidates from Kurmi Local Government.
His first point of posting as an Administrative Officer was in Home Affairs and Security Services (HASS), Office of the Secretary to the State Government.
He was later deployed to the State Emergency Management Agency on the creation and served as Director of Planning Research and Statistics based on experience. And later Secretary of the Agency.
While in the State Emergency Management Agency (SEMA), he secured another master’s Programme where he studied Disaster Risk Management (MDRM) at the University of Maiduguri in 2013.
Before he was appointed a Permanent Secretary on May 5th, 2023 he served as the Secretary of the Local Government Service Commission from 2018 to 2023 as the Director Administration on GL17.
During his civil service work, he attended several workshops, and seminars within the country and abroad and was issued a Letter of Commendation for his contributions to humanity.
He served in some committees as Secretary and member as well as ad-hoc duties.
It is worth noting that following the retirement of the former Head of the Civil Service of the State and the desire to fill same on merit and qualification, Governor Kefas constituted and inaugurated a Committee for the Screening and Recommendation of suitable candidates as Head of Civil Service of Taraba State.
To ensure fairness, all the 35 Permanent Secretaries in the State were invited for the exercise by the Committee and only 15 of them presented themselves for the robust screening. Out of the 15, 7 candidates who scored between 66-86 points were recommended as suitable candidates to the Governor.
Mr. Paul Maigida Tino scored the highest point making him the most suitable candidate for appointment as the Head of Civil Service.
He is married with three (3) children and his hobbies are reading, singing, dancing, and livestock farming.
