The Bauchi State House of Assembly has passed a bill into law to regulate the activities of scrap metal scavengers and illegal waste pickers across the state.
The bill, sponsored by Dr. Nasiru Ahmed Ala, member representing Madara/Chinade constituency, successfully scaled first and second readings before receiving full legislative approval.
During plenary presided over by Speaker Abubakar Y. Sulaiman, the Committee on Forestry and Environment presented its report after subjecting the bill to extensive scrutiny.
The committee revealed that it had engaged stakeholders, legal experts, and the general public through roundtable discussions and a public hearing to ensure inclusiveness, fairness, and balance in shaping the law.
According to the committee, the law establishes a framework to monitor the origin and movement of scrap metals, plastics, rubbers, wood, and paper materials within the state.
It added that the regulation would curb theft of public infrastructure, address environmental hazards caused by indiscriminate waste disposal, and protect properties from unlawful activities.
The report highlighted that the unchecked activities of scavengers had led to rampant vandalism of critical infrastructure such as iron windows, electrical cables, transformers, timber, school rods, and even classroom chairs.
These losses, it noted, have diverted vital resources and undermined public safety and security.
Dr. Nasiru Ahmed Ala, sponsor of the bill, expressed optimism that the law would stand the test of time and protect both public and private assets.
He emphasized that regulating the sector would not only safeguard infrastructure but also create order and accountability in waste recycling and scrap metal collection.
With the passage of this bill, Bauchi State joins efforts to strengthen environmental protection, security, and economic sustainability.
