The Adamawa State Universal Basic Education Board (ADSUBEB), Yola, has held a Pre-qualification (Technical Bid Opening) Ceremony for the 2022, 2023, and 2024 Universal Basic Education Commission (UBEC) Matching Grant Projects, reaffirming its commitment to transparency, accountability, and due process.
Declaring the session open, the Executive Chairman of ADSUBEB, Dr. Murtala Umar Babayi, emphasized the Board’s unwavering dedication to openness in all procurement activities. He revealed that 321 companies submitted bids to compete for various categories of goods and works under the projects.

The scope of the projects includes the construction of one block of three classrooms with an office and verandah, renovation of existing structures, supply of school furniture, drilling of solar-powered boreholes, and construction of perimeter fencing.
Dr. Babayi expressed profound appreciation to His Excellency, Rt. Hon. Dr. Ahmadu Umaru Fintiri, Governor of Adamawa State, for his continued commitment to the basic education sector, particularly through the timely release of counterpart funds that make UBEC project implementation possible across the state.
In her remarks, the Director of Procurement, Mrs. Rahila Stephen Gyandi, noted that the exercise complied with Section 16 of the Public Procurement Act (2007), which mandates that only contractors with the requisite capacity, resources, and experience are eligible to participate in government procurement processes. She explained that the outcome of the pre-qualification will produce a shortlist of qualified bidders to proceed to the next stage — the invitation to tender.
The business session of the ceremony was moderated by Mrs. Gyandi. Speaking on behalf of the contractors, Mr. Philip Dawa lauded the Board’s transparency and fairness in handling the process, while Dr. Aliyu Sa’ad, Permanent Member II, wished all bidders success in the subsequent stages.
The event was witnessed by representatives of UBEC, ICPC, Civil Society Organizations (CSOs), School-Based Management Committees (SBMCs), procurement officers, contractors, and the media — reflecting ADSUBEB’s strong commitment to due process, accountability, and integrity in project implementation across Adamawa State.
